Mr. N. C. Jain after
completing post-graduate course in Commerce and in Law entered Indian Revenue Service in
1963. Passing through various positions in the hierarchy of the Income tax administration,
became Chief Commissioner of Income tax in Kanpur and thereafter in Mumbai.
In 1997 he was appointed Member of the Income
tax Settlement Commission in Mumbai Additional Bench. Elevated as Vice Chairman
and thereafter as Chairman of the Income tax Settlement Commission from which position,
retired in May 2001.
Mr. Jain has varied experience in the field of tax administration,
training and investigation. He was inter-alia Deputy Director in National Academy
of Direct Taxes and Director General of Income tax (Investigation) in Mumbai.
At policy making level, he worked as Joint Secretary in the Ministry of
Finance, Central Board of Direct Taxes looking after "Tax Planning and
Legislation" division and thereafter the "Foreign Tax" division
in the Central Board of Direct Taxes.
Foreign taxation is his area of specialisation. He led several
delegations from India for negotiating Double Tax Avoidance Agreements with various
countries. Acted as Competent Authority for India under the mutual assistance clause of
the treaties. He was also nominated as member from India to the "U.N. Adhoc Group
Of Experts" for international co-operation in tax matters.
He attended "International Tax Programme" of Harvard
Law School. Participated in number of international conferences, symposia and seminars
arranged by world Bodies and professional organisations on tax matters. |
